BHEL invites EoI for Advanced Chemistry Cell Manufacturing Facility

BHEL has issued a notice Inviting Expression of Interest (EoI) for selection of Partners for setting up GWh Scale Advanced Chemistry Cell Manufacturing Facility through Special Purpose Vehicle (SPV)  route under Government of India (GoI) Production Linked Incentive (PLI) Scheme.

The Pre bid meeting will be held on 20.10.2021 and the last date for submission of response is 02.11.2021.

The Minsitry of Heavy Industry (MHI), Government of India, had issued Gazette Notification dated 09.06.2021 for Production Linked Incentive (PLI) scheme titled ‘National Programme on Advanced Chemistry Cell (ACC) Battery Storage’ for implementation of giga-scale ACC manufacturing facilities in India.

BHEL intends to participate in the scheme by forming consortium with equity Partner(s) and bidding jointly in soon to be floated RFP by MHI for a minimum 5 GWh capacity. However, the actual manufacturing capacity for bidding will be decided in consultation with selected consortium partners.

If the consortium wins the bids and is awarded the project, an SPV will be formed under the Indian Companies Act, 2013.  SPV’s manufacturing facility will cater to the Indian or global market in various sectors like e-mobility, grid energy storage, telecom, and consumer electronics. The SPV company will also undertake marketing and business development activities in all the above segments and explore new potential segments.

The interested parties can apply against any or both of below categories:
  1. Category I: Technology Partner - Companies having technology to design/ engineer, manufacture, test, assemble and service ACC.
  1. Category II: Off-take Partner- Consumer of ACC/batteries viz. electric vehicle manufacturers, Battery Energy Storage System (BESS) developers, telecom operators, consumer electronics manufacturers, power sector companies etc.
The respondent may be a private entity, public sector undertaking, or a consortium of Category-I and Category-II entities.
